The project is part of Niger’s government efforts to increase access to sustainable electricity services, with the financial support of the World Bank, within the NESAP programme launched to promote access to solar energy in the country. NESAP’s Component 2, managed by ANPER (Agency for the promotion of electrification in rural areas of Niger) aimed at promoting rural electrification with solar mini-grids through a public-private-partnership (PPP) approach. TTA, as Owner’s Engineer, provided technical assistance services to support ANPER in supervising works for the overall Component 2, which involved the implementation of the clean-energy mini-grids in the defined sites; tasks included review of studies, design and sizing, safety and environmental plans, competitive bidding process, execution and commissioning, as well as technology transfer and capacity building of ANPER’s staff. Moreover, TTA’s services involved Component 5 execution, consisting of the electrification of 73 integrated health centers, covering engineering, requests of quotation and award of contracts, procurement, works supervision, start-up, monitoring and evaluation of 1st year’s operation, community awareness, and all related activities. Besides, TTA elaborated the complete call for tenders’ documents for 37 new mini-grids to be executed under the HASKE Project, including site visits, preliminary design among other aspects.
