After an initial selection of candidates, a two-stage Request for Proposals procedure was adopted by the Client for the Bidding Process related to the final selection and contract’s award for the design, procurement, installation and commissioning of the plant. TTA provided technical assistance services for:
– Writing and optimization of Full Tender documents
Step 1: Assistance in the analysis and validation of proposed solutions presented by the initially selected candidates and the pertinent technical meetings.
Step 2: Submission of final technical and financial proposals from candidates whose technical solution was acceptable.
– Services provided included: Development of methodology for proposals’ evaluation, formulation of questions and clarifications, management of exchanges with the Bidders during evaluation period, completion of technical evaluation report; assistance in writing the proposals’ evaluation report on each of the steps, and final evaluation report and recommendation for contract award.
