To assess the electricity demand and the ability to pay of households, businesses, social institutions and anchor customers in the pilot communities in order to develop full engineering design and costing of the minigrids, as well as recommendations for an operating model for the sites. This is intended to feed into decisions on the least cost approach to electrifying all sites in the pilot area. For those sites that end up being developed as minigrids, the studies are a precursor to the procurement and construction phase that will be the subject of a separate RFP.
